I. BASES FOR BUILDING STRATEGIES - Education Development Strategy for 2011-2020, issued under Decision No. 711/QD-TTg dated June 13, 2012 by the Prime Minister; - Development Strategy of Science and Technology for 2011-2020, issued under Decision No. 418/QD-TTg dated April 11, 2012 by the Prime Minister; - Vietnam's Law on Higher Education in 2012; Action plan to implement Resolution No.29-NQ/TW on November 4, 2013 of the 8th Central Conference, the XIth CPV Congress, issued under Resolution No. 44/NQ-CP on June 9, 2014 by the Government; - Development Strategy of Vietnam National University, Hanoi by 2020 with a vision to 2030 and 5-year Development Plan of 2015-2020; - The 4th and 5th CPV Congress Resolutions of VNU School of Law; - Self-assessment Report of training units in September 2012 by VNU School of Law and External Evaluation results in December, 2012 by Vietnam National University, Hanoi (according to standards of quality accreditation for VNU member Universities and Schools); - Self-assessment Report of Honor training programs on laws in September 2015 by VNU School of Law and External Evaluation results by Vietnam National University, Hanoi (according to oriented accreditation standards of training programs of ASEAN University Network). II. MISSIONS, VISIONS AND GENERAL OBJECTIVES OF DEVELOPMENT STRATEGIES OF VNU SCHOOL OF LAW BY 2020 WITH A VISION TO 2030 1. Missions Training Honor and qualified profession als and management leadership on laws; creating and imparting legal knowledge; researching and applying jurisprudence; consulting, reviewing and providing high-value legal services to the State, the society, organizations and citizens, meeting requirements of building and developing the country. 2. Visions Becoming a research-oriented university of jurisprudence which has high integration, brand and reputation among law universities in the South East Asia. 3. General objectives Building the School of Law to become a leading research-oriented university of jurisprudence in Vietnam which meets basic criteria of a research university with advanced training specialties in the region. Establishing a high reputation and extensive international relations in order to compete and cooperate equally with law training institutions in the region as well as in the world and integrate actively, meeting requirements of building and developing the country. III. TEACHING AND LEARNING STRATEGIES FOR UNIVERSITY TRAINING PROGRAMS BY 2020 1. Goals of university level training on laws Training law bachelors who will have: - strong knowledge and systematic legal thinking; - intensive professional skills and professional ethical qualities suitable to independent and creative research, review, construction and enforcement of laws in State agencies, political organizations, political-social organizations and economic organizations at home and abroad; - the capacity to complete masters and doctoral degrees and accumulate experience to become legal experts. 2. Teaching and learning strategies 2.1. As for teaching methods - Lecturers combine advanced teaching methods with credit-based training and CDIO approach to help students achieve program outcomes standards of modules and overall program outcomes standards of the training program. - Learner-centered training program to promote the initiative of learners. Lecturers strengthen the role of organizing, guiding, orienting and controlling the study, creative thinking and skill practice of students so that they can master learning contents, proactively achieving goals of knowledge, skills and attitudes required by the program. - Enhance the use of active teaching methods to promote self-consciousness in learning and capacity for self-learning and self-study; develop innovative thinking, train practical skills and boost skills of working in team (s), searching and processing information, presenting and discussing for students. Focus on practicing self-study methods to create habits, passion and the life-learning ability for learners. - Strengthen extracurricular and real activities, internships, moot-courts in the training process, aiming at providing practical knowledge to students. 2.2. As for learning methods - Students should enhance the ability of self-study and team-work before class. - Students build for themselves appropriate learning progress, and they must change the way of learning towards appreciating the discovery and academic passion; learning methods to reach knowledge; learning methods of self-study; learning practical skills and attitude in the profession; learning methods of thinking and acting independently, creatively and flexibly. - Students must be capable of using modern technological equipment, foreign language skills and information technology to support their study. 2.3. As for student assessment - Student assessment covers student entrance, learning progress (by means of a matrix of marks/chart/ study record specifying their capacity and the output-based training program) and the final assessment/graduation. - Lecturers should use a variety of assessment methods in accordance with modules outline for regular, mid-term and end-term assessment. The scope and weight of assessment plans must be clear and be common to all objects of interest. The criteria applied in the assessment plans must be transparent and consistent across the entire training program. - Functional units apply appropriate procedures to ensure that assessment plans are valuable, reliable and done in a fair manner. 2.4. As for staff of lecturers - The staff of lecturers are highly qualified, efficient, experienced and proficient in foreign languages. - Management staff and administrative staff are professional, regularized, disciplined, and devoted to services and have the executive capacity. - Performing well in exchanging lecturers with law universities in the region and in the world as well as in inviting experts and lecturers of domestic and foreign training and research institutions to involve in the program. 2.5. As for infrustructure and equipment for teaching and learning - Constantly improving and upgrading current facilities and equipment to meet Honor training and research needs of an advanced research university on a par with advanced schools in the region and around the world. - Investing in modern and appropriate equipment for teaching and learning; School materials are adequate and diverse for the teaching and learning of lecturers and students. IV. IMPLEMENTATION 1. The Dean of VNU School of Law shall direct and disseminate the strategic plan to all officers, employees and students of the School for implementation. Relevant units directly under the School shall actively implement the strategic plan in accordance with functions and tasks assigned. 2. During the implementation, the strategies may be amended and supplemented to suit the actual situation of the School. 3. The strategies shall come into effect from the academic year 2014-2015. |
